Isaiah 40:8

יָבֵשׁ חָצִיר נָבֵל צִיץ וּדְבַר-אֱלֹהֵינוּ יָקוּם לְעוֹלָם

8 The grass withers, the flower falls, but the word of our God stands forever.

יָבֵשׁ חָצִיר נָבֵל צִיץ  The grass withers, the flower falls. These are both qal perfect verbs, 3rd m sg. Note that both verbs here are intransitive; a hallmark of the intransitive verb in the qal is the -e vowel under the second radical (the same would be true with an -o vowel, as in חֹשֶׁךְ, to be dark) [cf. GK 43a].

 וּדְבַר-אֱלֹהֵינוּ יָקוּם לְעוֹלָם   but the word of our God stands forever. In contrast to the verbs in the perfect tense, here we have stands in the imperfect, indicating ongoing action. The word of our God stands, and it keeps on standing forever. The basic meeting of לְעוֹלָם is "unbounded time" (cf. the excellent article about this word in Wisconsin Lutheran Quarterly 99:2 [Spring 2002] p. 138-140, in which the two primary meanings are (1) ancient time, antiquity, and (2) indefinite futurity). The form וּדְבַר occurs eighteen times according to the Mp reference. I have counted them and I agree although I won't list them all here. In Isaiah and Micah, they are Isaiah 2:3; 40:8 and Micah 4:2.

Another Mp note indicates the the phrase "the word of our God" occurs only here. This is true whether the phrase is or is not prefixed with waw.
